Beware of internet frauds

Number of internet frauds are active in cheating people in the name various business offers etc. Such rackets are basically active in a number of countries such as Malaysia, Nigeria, Cameroon, Spain, Indonesia, Philippines etc. But, most surprisingly many of these fraud rackets are maintaining website as well as openly displaying telephone numbers, contact details etc while law enforcing agencies are not taking any action against such broad day crime.

In recent days, there are some companies in Cameroon, Nigeria, Malaysia and Spain, which are continuing to cheat people pretending to be producers of edible oil [Sunflower Oil, Soyabean Oil, Corn Oil, Canola Oil etc]. In all cases, these companies ask for upfront payment from the prospective buyers in the name of laboratory test, SGS report or even as part of the total order value. On investigation it was revealed that, such companies are nothing but frauds which somehow managed to get a few websites and pretends to be legitimate suppliers or manufacturers.

One of such fraud rackets, active in Malysia is Soji Edible Oil Limited, Address: No:10848, Jalan Merbuk 14, Bandar Putra, 81000 Kulai, Johor Malaysia, Phone+447024030559, Email: soji_commodity@yahoo.com, contact person: Sitti Mah Binti Penggawa.

Another company is Malaysia, continuing to cheat people is Soon Soon Edible Oil [M] SDN BHD, 90 Jalan Raja Laut, 50350 Kualalumpur, Malaysia, Email: soonedibleoil@ymail.com.

This company is another fraud operating from Malaysia. On investigation it was revealed that there is another company in Malaysia named SOON SOON OILMILLS SDN BHD, 2448 Lorong Perusahaan 2, Prai Industrial Estate, 13600 Prai, Penang, Malaysia. This company has their own website www.soonsoonoil.com.my. It is apprehended that some fraud racket is either using the name of Soon Soon Oilmills SDN BHD and continuing to cheat people.

It is learnt that, several fraudulant companies are publicizing of selling Sunflower Oil and Soyabean Oil from Malaysia. They even claim that the source of crude is Malaysia itself. But, it is a fact that Malaysia does not grow sunflower or soyabean. It is only known for producing Palm oil. Some unscrupulous traders are even selling Super Palm Oil [Palm oil mixed with chemical compound] in the name of Soyabean Oil. According to health experts, such Super Palm Oil is extremely hazardous to human health.

In Spain one fraud racket is continuing to cheat people using two different websites with similar content. Name of the websites are Magpieoil Trading: www.magpieoil.co.cc and Hakotab Group Limited www.hakotab.com

In one of the letters written to a customer, this fraud racket said, "See in the attach file the FCO of 25MT to Meditarian Trade delivery to Dubai, UAE. We want you to go through it and try send us your signed and stamped copy of the FCO back to us. As you can see that the total price for the delivery of 25MT will be: 12,500 Euro and it will be a once shipment to Dubai, UAE, as Buyer's preferred port of destination. Meanwhile, payment will be accepted upfront as explained in the payment terms. 50% upfront will be observed to start the delivery and the remaining 50% balance payment will be observed right immediately after the delivery of the Oil to the Buyer. The 50% upfront will be: 6,250Euro.. The 50% upfront of the first delivery will be accepted via T/T and the remaining 99% balance payment will be accepted via L/C after delivery."

Both the webisites are owned by the same racket with similar phone numbers, so-called licence numbers, same design, same content etc. These sites say: "PARLIAMENT AND THE COUNCIL OF THE EUROPEAN UNION MARKET LOCATED IN SPAIN Having regard to the Treaty establishing the European Community, and in particular Article 47(2) and Article 55 and Article 95 thereof, Having regard to the proposal from the Commission(1), Having regard to the Opinion of the Economic and Social Committee(2),Having regard to the Opinion of the Committee of the Regions(3), Acting in accordance with the procedure laid down in Article 251 of the Treaty(4), in the light of the joint text approved by the Conciliation Committee on 9 December 2003

"(1) On the occasion of new amendments being made to Council Directive 93/38/EEC of 14 June 1993 coordinating the procurement procedures of entities operating in the FOOD COOKING OIL EDIBLE , energy, IMPORT & EXPORT COMPANIES, which are necessary to meet requests for simplification and modernization made by contracting entities and economic operators alike in their will oprating and produce the following items Such as Sunflower Oil, palm oil,Corn Oil,Vegitable Oil. and many more our oil are stweetable and avodable to buy? in particular case-law on award criteria, which clarifies the possibilities for the contracting entities to meet the needs of the public and worlds concerned, including in the environmental and / or social area, provided that such criteria are linked to the subject-matter of the contract, do not confer an unrestricted freedom of choice on the contracting entity, are expressly mentioned and comply with the fundamental principles mentioned in recital 9.

"(3) Another main reason why it is necessary to coordinate procurement procedures applied by the entities operating in these sectors is the closed nature of the markets in which they operate, due to the existence of special or exclusive rights granted by the Member States concerning the supply to, provision or operation of networks for providing the service concerned.

"(4) In order to guarantee the opening up to competition of public procurement contracts awarded by entities operating in the cooking food oil, energy, transport and postal services sectors, it is advisable to draw up provisions for Community coordination of contracts above a certain value. Such coordination is based on the requirements inferable from Articles 14, 28 and 49 of the EC Treaty and from Article 97 of the Euratom Treaty, namely the principle of equal treatment, of which the principle of non-discrimination is no more than a specific expression, the principle of mutual recognition, the principle of proportionality, as well as the principle of transparency. In view of the nature of the sectors affected by such coordination, the latter should, while safeguarding the application of those principles, establish a framework for sound commercial practice and should allow maximum flexibility.For public contracts the value of which is lower than that triggering the application of provisions of Community coordination, it is advisable to recall the case-law developed by the Court of Justice according to which the rules and principles of the Treaties referred to above apply then we will sign an agreement with any buyer that ready to work accoinding to our temas of conditional then we will send him or her the Contract to fill the space and sign then return back to us and will close the deal by signature of the Commrtie and the Management of the Company.

It should be ensured, therefore, that the equal treatment of contracting entities operating in the public sector and those operating in the private sector is not prejudiced. It is also necessary to ensure, in keeping with Article 295 of the Treaty, that the rules governing the system of property ownership in Member States are not prejudiced."

None of the sites give any address of the 'companies'.

Correspondent of Weekly Blitz contacted both the companies pretending to be customers for Sunflower Oil and Soyabean Oil. In response they demanded upfront payment and asked to either send the money through Western Union or to pay visit to Spain and carry cash for the transaction. It is learnt that a large number of businessmen in the world are already cheated by such fraud racket while the respective governments are reluctant in taking any action against them nor did stop these fraud websites.

There is a number of fraud companies in Cameroon, such a Lobe Oil, Davecoff Limited [Pound Road, Bafanzi Village, North West Province, Cameroon. This company is even worst form of fraud. They not only took upfront payment from a customer, but even provided false Bill of Lading copy to the buyer's bank thus cashing the entire amount of Letter of Credit.

Meanwhile, Cameroon Chamber of Commerce has warned people not to transact with any unvalidated companies or individuals as well it has also been suggested that, companies which are either asking for upfront payment, or costs for sample or transferable Letter of Credit should not be trusted.

It is expected that, for the sake of image of the respective countries, as well as protecting innocent people from being cheated, governments and international law enforcing agencies should become active forthwith, thus shutting down all such fraud websites.
