It's not just education, its theology. The Islamic God is so transcendent and in control of everything that it saps Muslim's sense of agency and future planning. The Jewish God while transcendent, leaves more room for human agency and planning. The Jewish God is a covenanting God, which gives a higher place for human participation in the Divine plan. The same is true for Christians and perhaps more, given the incarnational nature of Jesus as the son of God.

Ask people who've done business in Islamic countries and you'll find that promoting long range planning seems to some as an affront to the will of Allah.
