Following 2011 terrorist attacks in China’s Xinjiang province, it was clear that Uyghur radical Muslims are already connected to international terrorist groups, including Hizb ut Tahrir, which is ideologically similar as Islamic State (ISIS). According to intelligence sources, although India openly condemns radical Islamic militancy, its has been secretly providing training and funding to Hizb ut Tahrir with the agenda of spreading terrorism within China’s Xinjiang province. It is also learnt that, with financial and logistic backing from India, Hizb ut Tahrir has been secretly continuing recruitment and training of Uyghur Muslims. The source said, Indian intelligence establishment has been coordinating the Uyghur-Hizb ut Tahrir operations through its deep-covered agents and officers in Hong Kong. India also has been providing fund and logistics to another terrorist entity named East Turkestan Islamic Movement (ETIM), which also is a radical Islamic militancy outfit operating with the notorious agenda of spreading seeds of jihad and radical Islam throughout China.

Although counterterrorism experts in Asia were considering ETIM having connections with Pakistani radical Islamic groups as well as Tehreek-e-Taliban Pakistan (TTP), since 2017, it was clear that this group enjoys direct patronization from Indian intelligence agency.

What is Hizb ut Tahrir

Hizb ut-Tahrir is a radical Islamist terror group seeking to establish Islamic Khilafah (Caliphate) with the ambition of spreading throughout the world by forcibly grabbing power both in Muslim and non-Muslim nations.  In Central Asia, this Hizb ut Tahrir has expanded since the breakup of the Soviet Union in the early 1990s from a small group to “one of the most powerful organizations” operating in Central Asia. The region itself has been called “the primary battleground” for Hizb ut Tahrir. Uzbekistan is “the hub” of its activities in Central Asia, while its “headquarters” is now reportedly in Kyrgyzstan.

Hizb ut-Tahrir is banned throughout Central Asia, and has been accused by the governments of Central Asia of terrorist activity or illegal importation of arms into their countries. According to counterterrorism experts, the group “is believed by some to clandestinely fund and provide logistical support to a wide range of terrorist operations in Central Asia, and elsewhere, although attacks may be carried out in the names of local groups.”
