‘Beggar’ Palestinian Authority builds luxurious embassies, funds terrorists

While the Palestinian Authority has been begging and receiving hundreds of millions of dollars/euros from donor countries to run the PA, in fact it would seem that large amounts have gone to the PLO to fund the purchase of the embassies. Writes Christine Douglass-Williams

The PLO was created to help bring about the “liquidation of Israel.” Now it is revealed by Palestinian Media Watch that “while the PA has been begging and receiving hundreds of millions of dollars/euros from donor countries to run the PA, in fact it would seem that large amounts have gone to the PLO to fund the purchase of the embassies. While the properties are meant to be the under the ownership of the PA, in fact, it would appear that the properties are actually owned by the PLO.”

Over 100 international embassies! And many of them are spectacular works of architecture and beauty, despite the PA’s claims of poverty.

And even though the PA routinely declares itself to be the “state of Palestine,” there is, of course, no such thing. Meanwhile, UNRWA Chief General Philippe Lazzarini told a donor conference in Brussels that “Palestinian refugees is close to collapse due to vicious political attacks and lack of funding.” Of course they would believe the propaganda.

There should no longer remain any question that the entire Palestinian leadership is a charade, a jihadist group that is dedicated to the annihilation of Israel, while the world believes its story about miraculously multiplying refugees — “from 750,000 in 1950 to more than 5 million today, a sevenfold increase.” Global funds are promoting a Palestinian “real estate empire,” and abetting the Palestinian aim to obliterate Israel “from the River to the Sea.”

Responding to the constant pleas, in the last 5 years alone, the international community donated billions of shekels/dollars/euros in aid to the Palestinian Authority. Tomorrow, at the meeting of the Ad-Hoc Liaison Committee, the PA will again beg the international community for even more donations. While the PA, headed by Mahmoud Abbas, is begging for aid, the Palestine Liberation Organization (PLO), also headed by Abbas and funded by the PA, is building a multi-million dollar international real estate portfolio.

An examination conducted by Palestinian Media Watch of the monthly budget performance reports published by the PA for the last decade, shows that instead of the PA purchasing properties in the name of the PA, tens of millions of shekels/dollars/euros of PA funds have been diverted to the PLO and then used to buy properties in the name of the PLO.

At the opening ceremony of the new PA embassy in Tunisia, General Supervisor of the Official PA Media and General Supervisor of Fatah-run Awdah TV Ahmad Assaf said that in the last years, upon the instructions of Abbas, the “State of Palestine” has established over 100 embassies around the world and that those embassies and associated residences, were specifically purchased for the purpose:

“The truth is that this embassy [in Tunis] was born from the Palestinian-Tunisian collaboration, and according to direct orders and instructions from His Honor [PA] President Mahmoud Abbas that we have headquarters for the State of Palestine’s embassies in the various world states and that they be owned by the Palestinian people… Also, it is true that the effort building this embassy is… part of a comprehensive effort that President Mahmoud Abbas has made to ensure for us ownership over embassies worldwide. Today we the State of Palestine has more than 100 embassies and ambassador residences, some of which contain residences for employees. This exists around the entire world and in various states in the world, and this [happened] during the years that have passed… These headquarters, embassies, ambassador residences, employee residences, and all these buildings that have come under the ownership of the State of Palestine are a national treasure for the Palestinian people, and certainly this treasure is the property of the Palestinian people… It is the Palestinian people’s right to be proud of this great achievement, which was realized as a result of great effort and attention by His Honor the President and was carried out by the Palestine National Fund.”

Even though Assaf claims that the properties purchased are “owned by the Palestinian people… under the ownership of the State of Palestine,” this does not seem to be the case.

According to the financial reports published by the PA, from 2011 through August 2021, the PA expenditure on its “Ministry of Foreign Affairs” and “Embassies” totaled 2,815,958,000 shekels ($906,158,107 / €783,332,906).

While the purchase of “more than 100 embassies,” homes for ambassadors and residences for employees would ostensibly have been a substantial development expense, the reported “development expenditure,” of the PA Ministry of Foreign Affairs and Embassies for the same 10-year period totaled only 25,109,000 shekels ($8,085,971 / €6,978,898). In fact, according to the PA reports, the last time the PA “Embassies” reported any capital development was in 2011. That reported figure – 13,662,000 shekels – accounts for more than 54% of the reported development expenditure of both the Ministry of Foreign Affairs and the Embassies for the entire decade.

According to its website, the “Mission of the State of Palestine” in Ireland is located in Dublin at 8 Leeson Street Upper. An extract from the Irish land registry shows that the property that houses the embassy was purchased in 2016 for €1,200,000. While the registry does not show who owns the property, news reports at the time confirm that that the property was purchased by “The Palestinian Mission to Ireland.”

On the date of purchase, €1,200,000 was the equivalent of 5,160,000 shekels. Despite this price tag, the reported combined development expenditure of both the PA Ministry of Foreign Affairs and Embassies in 2016 was only 110,000 shekels. Since the purchase price was far in excess of the development expenditure, it is clear that the premises of the PA mission in Ireland were not purchased with funds from any of these sources.

Accordingly, it would seem clear that the purchase of over 100 embassies and residences likewise was not conducted with funds from either of these sources.

So where did the money come from?

The PA financial documents show that during the same 10-year period (2011 – 2021), the PA transferred 6,189,394,000 shekels ($1,993,743,068 / €1,721,387,796) to the “PLO Institutions.”

While PMW has already proved that much of the money transferred by the PA to the PLO was used to fund the PA’s monthly salary payments to terrorist prisoners and released terrorists, the PA’s financial reports also show that during the relevant 10-year period, the “PLO institutions” spent 158,876,000 shekels ($50,873,874 / €44,392,704) on “development expenditure.”

As Assaf commented, the purchase of the embassies was “carried out by the Palestine National Fund.” The Palestine National Fund is the financial wing of the PLO.

In other words, while the PA has been begging and receiving hundreds of millions of dollars/euros from donor countries to run the PA, in fact it would seem that large amounts have gone to the PLO to fund the purchase of the embassies. While the properties are meant to be the under the ownership of the PA, in fact, it would appear that the properties are actually owned by the PLO.

Indeed, the UK land registry shows, for example, that on April 28, 2011, the building that hosts the PA mission in the UK was purchased with ownership registered in the name of the PLO.

It is further interesting to note that since the PLO now owns many of the properties that house the PA embassies and missions, one should have seen a commensurate reduction in the “Use of goods and services” of the embassies reflecting the reduction in rent payments. However, examination of the PA budget performance reports shows no such reduction. Rather, the opposite is true. While in 2013, the PA reported that its embassies spent 78,666,000 shekels ($25,324,017 / €22,289,751) on the “use of goods and services”, in 2020 that figure had grown to 104,023,000 shekels ($33,486,896 / €29,474,573).

Indeed, examination of the full PA budgets for 2014 through 2018 (the only years the PA published its full budgets) show a constant growth in the PA expenditures on rent for its embassies: While rent for the PA embassies in 2014 was 35,000,000 shekels ($11,277,556 / €9,929,612) by 2018 that figure had grown to 42,000,000 shekels ($13,533,067 / €11,915,534)

Since the purchase of the properties was hidden, it would not have seemed unreasonable for the PA to continue, outwardly, justifying the high expenses of the embassies as including rent payments. In reality however, this could possibly mean that while it was the PA who gave the PLO the money to purchase the properties, the PA then continued to pay rent, this time however, to the PLO.

In other words, it is possible that the PLO is not only benefitting from ownership rights of the PA-financed properties, but rather it might also be enjoying the fruits of the rents being paid by the PA to the PLO.

It should be stressed that the PLO is not synonymous with the PA. Real estate owned by the PLO, is not owned by the Palestinian people, but rather by a separate entity dominated by the political party of Mahmoud Abbas – Fatah. Fatah has a military arm – the Al-Aqsa Martyrs’ Brigades – that is designated by the US, EU and others as a terror organization. Other members of the PLO include the Popular Front for the Liberation of Palestine (PFLP) that is also designated by the US, EU and others as a terror organization. The PLO funds its member organizations, including those internationally designated as terror organizations. Income derived from properties owned by the PLO form part of the PLO budget. When the PLO stops controlling the PA, assets owned by the PLO would remain the property of the PLO and would form the basis of the income for the PLO and its terrorist members.

In addition, it should also be noted that the entire PA endeavor to open “embassies” is a clear breach of the Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip (a.k.a. The Oslo Accords). Paragraph 5(a) of Article IX of the Oslo Accord specifically provides that the PA will not have any powers or responsibilities “in the sphere of foreign relations, which sphere includes the establishment abroad of embassies, consulates or other types of foreign missions…”. Nonetheless, the PA has brazenly breached, for many years, that and other cardinal provisions of the Oslo Accords.

The latest budget performance report published by the PA, for September 2021, shows that during the first 3 quarters of 2021, the PA has already transferred over 603 million shekels ($194,251,927 / €169,506,013) to the PLO:

While the international community thinks it is constantly donating money to the “Palestinian people”, in reality, the PA/PLO leadership is using vast parts of the aid for unclear and unsupervised goals.

Over the years, the PA has repeatedly proved that it cannot be trusted to conduct its financial affairs in a manner commensurate with the intentions of the international community. If the international community truly wishes to improve the lot of the Palestinian people, it must stop funding the PA uncritically and find different avenues to realize their goals.
