70% discount. A draft law proposes solutions for the import of cars with foreign license plates

According to the authors, the new draft law comes to offer a mechanism for solving the problem that arose in the process of harmonizing the national legislation with the legislation of the European Union, given that, today, on the territory of the Republic of Moldova, there are around 180 thousand means of transportation transport that are placed under the customs regime of temporary admission.

It is obvious that a solution to this problem is required. The solution is also necessary due to the fact that the owners of these cars found themselves practically at an impasse following the legislative changes made at the end of last year. The bill provides a good alternative and a feasible solution for the owners of these transport units. At the same time, the implementation of this draft law will generate significant additional revenues for the State Budget for the year 2023.

If the project is adopted, owners of cars with foreign registration numbers would have six months to import the means of transport. Cars with an operating age between 5 and 10 years, which were introduced on the territory of the Republic of Moldova by resident natural persons until January 1, 2023, will be able to be placed under the import customs regime with the payment of excise duty in the amount of 30% of the quota excise duty established for the year 2023.

Means of transport whose operating term is more than 10 years on the date of payment of import rights, may be placed under the import customs regime with the payment of excise duty in the amount of 30% of the excise duty rate established for the age of 10 years for the year 2023 .

The provisions would not be applied to persons who have been sanctioned contraventionally, until the date of entry into force of the law.

According to the authors, the project does not involve financial costs, and will generate additional revenues to the State Budget for 2023. The draft law will be submitted to public approval and consultation.

We remind you that, in January and February this year, several owners of cars with foreign registration numbers protested, being dissatisfied with the new regulations that provide that from January 1, 2023, resident and non-resident natural persons can enter the territory of the country by means of transport registered abroad only for a period of up to 180 days in a period of 12 consecutive months.
