Eight states have not signed MoU regarding PM SHRI Scheme: Ministry of Education

The Department of School Education and Literacy, Ministry of Education told a parliamentary committee that MoUs have been signed with 30 States/UTs for implementation of the Centre’s ‘PM Shree Yojana’ to strengthen schools in the country. While eight states have still not signed the MoU. The Department informed that the eight States/UTs which are yet to sign the MoU are Bihar, Delhi, Himachal Pradesh, Jharkhand, Kerala, Odisha, Tamil Nadu and West Bengal.

This has been stated in the report presented on Tuesday on the demands for grants of School Education Department and Higher Education Department of the Standing Committee on Women, Child Development, Sports and Education headed by Bharatiya Janata Party MP Vivek Thakur.

As per the report, the department informed that while setting commitments from the States/UTs to implement the National Policy on Education 2020 and support these schools to achieve the quality specified as PM Shree Schools, School Education and A request was made to enter into an MoU with the Literacy Department. It added that 30 States/UTs including Kendriya Vidyalaya Sangathan/Navodaya Vidyalaya Sangathan have signed the MoU and the selection process has been initiated.

As per the report, “However, eight States/UTs (Bihar, Delhi, Himachal Pradesh, Jharkhand, Kerala, Odisha, Tamil Nadu and West Bengal) are yet to sign MoUs with the Department of School Education and Literacy. ”

The department informed that out of 1,79,908 schools which have fulfilled the criteria of 30 States/UTs including Kendriya Vidyalaya Sangathan/Navodaya Vidyalaya Sangathan till January 30, 2023, 1,65,381 schools have applied for PM Shree Schools out of which 1, 00,384 schools have been verified. It added that the committee has also been informed that after the selection of PM Shree Schools, the respective States/UTs/Kendriya Vidyalaya Sangathan/Navodaya Vidyalaya Sangathan will prepare Annual Plans which will be reviewed during the Project Approval Board meeting. Will be considered as per the guidelines.

It added that the Committee recommends that the Department should strongly take up with these States/UTs the matter of signing MoUs under the PM Shree scheme.

As per reports, the scheme envisages setting up of PM Shree Schools (PM School for Rising India) to strengthen over 4500 existing schools under the Central Government/State/UT Government/Local Bodies .

The duration of the scheme is proposed from 2022-23 to 2026-27 after which it will be the responsibility of the States/UTs to maintain the norms achieved by these schools. The total cost of the project would be Rs 27,360 crore over a period of 5 years, which would include a central share of Rs 18,128 crore.
