The author of the petition, MP Oleksii Goncearenko, states that some Ukrainian servicemen have been at the front for more than a year and do not know how long they will have to stay, so there is a need to legally adjust the terms for performing military service.

“The uncertainty of terms of service leads to a deterioration of the moral and psychological state of the military. We must take into account that after the outbreak of the invasion, the volunteers and those who were not going to dodge, were the first to join the army. It turns out that the state and society relied on these people when it came to the defense of the Motherland. But all these people, without rights and conditions clearly stipulated by law, cannot rely on the state and society,” the petition states.

Currently, the Parliament is registered with the Draft Law no. 9142. It proposes that citizens of Ukraine be eligible for demobilization after one and a half years of mobilization. At the same time, those who were demobilized and served the maximum period of military recruitment, should be exempted from military service for the next five years.

“We ask the President of Ukraine to ask the Verkhovna Rada to review the draft law in limited terms and set deadlines for demobilization,” the petition also says.

The Verkhovna Rada of Ukraine has extended, until the end of May, martial law and mobilization, which have been in force since February 2022. Under the conditions of martial law and mobilization, it is forbidden for men eligible to perform military service to go abroad (with known exceptions ).

At the same time, there is no possibility of being released from service until the end of martial law (however, there is the possibility of a vacation or a limited-term leave).

Then, Zelensky reminded that the military can be demobilized only: according to the criterion of age, state of health, family circumstances, in connection with a court conviction or for other valid reasons stipulated by law. At the same time, the president addressed the Prime Minister Denis Shmigal with the request to examine the issues raised in the petition.
