China takes steps in improving the HKSAR electoral system

China’s top legislature adopted the amended Annex I and Annex II to the Basic Law of the Hong Kong Special Administrative Region (HKSAR).

This marks the completion of the state-level legislation revising and improving Hong Kong’s electoral system. It is the central authorities’ another major move to govern Hong Kong in accordance with the law after the introduction of the national security law for Hong Kong.

It is an entirely justified move to ensure the steady development of democracy and the realization of good governance in Hong Kong.

This will put the power to administer Hong Kong firmly in the hands of patriots. Moreover, anti-China and destabilizing forces will be excluded from the HKSAR administering structure. This way, the political turmoil and social unrest in Hong Kong can be prevented.

The legislation is a necessary move to improve the efficacy of the administration in Hong Kong and is welcomed by the city’s residents.

A public petition launched in support of the legislative move received over 2.38 million signatures in Hong Kong.

The legislative move, aiming to develop Hong Kong’s democratic system in an orderly manner, has the following forward-looking features.

It ensures the broad representation of the HKSAR electoral system as well as the balanced political participation of all sectors of Hong Kong.

It improves the efficacy of the administration in the HKSAR and embodies the principle of “patriots administering Hong Kong.”

The improvements provide Hong Kong residents with larger space and more channels for political participation and aim to promote the tangible development of Hong Kong’s democracy, which is consistent with the overall and long-term interests of Hong Kong society.

Improving the HKSAR electoral system is in every way a milestone in the implementation of the “one country, two systems” policy. It is expected to lead Hong Kong out of its political mire and toward new prosperity.
